The white paper discusses the scope of talent research in key software fields, research background, industry development, talent status, and talent supply in related institutions. It predicts the future talent gap, forms a catalogue of the shortage of talents in key software fields, and explores the key software fields in my country. The white paper believes that under the background of the new economic normal, my country's software and information technology service industries continue to show a steady and positive trend, the scale of my country's software industry has steadily increased, the per capita output value continues to increase, and the key software talent team continues to grow. But at the same time, compared with countries with developed software industries, my country still has certain gaps in software talent training model and talent value manifestation. In recent years, as the demand for software talents in our country continues to increase, the gap in talent creation in key software fields has continued to widen. Strengthening the construction of the software industry talent team has become the key to the high-quality development of the industry. From the perspective of talent scale, it is estimated that by 2025, my country's new talent gap in key software fields will reach 830,000; from the perspective of demand types, the shortage of key software fields is concentrated in high-end technical positions, of which architects and front-end development engineers are most in short supply.

The white paper pointed out that in the next step, my country’s software talent training should promote the integration of production and education and improve the collaborative training system; innovate talent training and explore the "multiple models" of talent training; guide talent certification and gradually conform to international standards; clarify training objectives and strengthen the training of scarce talents Evaluation.
