4. Qualification of event participants

The entrant of this event (hereinafter referred to as: you) shall possess all of the following qualifications:

(1) A natural person with full capacity for civil conduct;

(2) This competition is open to the whole society, regardless of identity, nationality, individuals, institutions of higher learning, scientific research institutions, enterprise units, start-up teams and other personnel in related fields;

(2) The relevant personnel of the competition organizer are not allowed to participate in the competition.

(3) You can participate as an individual or a team (offline free team), but the same work can only be submitted once. The maximum number of each participating team is no more than 4, and cross-unit free team formation is allowed, and each person can only participate in one team;

(4) You need to ensure that you have legally registered a Tencent Cloud account (for the specific registration process, please refer to https://cloud.tencent.com/ ) and have completed the real-name authentication (check whether the real-name authentication has been completed in the Tencent Cloud Console - Account Information );

(5) Each participating team can only use one legally authorized Tencent Cloud account to participate in one event, otherwise, all your participation will be deemed invalid and you will not be entitled to any prizes.

5. Activity rules

1. Participation method:

Participants need to log on to the official website of the 2021 Tencent Light. Public Welfare Innovation Challenge ( http://light.mofyi.com/ or https://pages.segmentfault.com/tx-light ) to register and form their own teams (cross-unit teams can be formed) ), each team will participate in the form of 1 person or team (hereinafter collectively referred to as "Participating Teams"). Participating teams need to use Tencent Cloud micro- build for development, and use at least one Tencent Cloud AI technology to create innovative applications. In particular, Tencent Cloud Weida refers to the low-code development platform of Tencent Cloud Weda ( https://cloud.tencent.com/product/weda ). Tencent Cloud AI technology refers to the face special effects, text recognition, face recognition, face core and voice technology in artificial intelligence technology products on Tencent Cloud's official website ( https://cloud.tencent.com/ ).
Each participating team that has opened and completed the real-name authentication of Tencent Cloud account will receive a monthly free call quota for Tencent Cloud AI technology provided by Tencent Cloud's official website https://cloud.tencent.com/ , the specific free quota and distribution principles The announcement on Tencent Cloud's official website shall prevail ( http://light.mofyi.com/ or https://pages.segmentfault.com/tx-light ). If the call quota required by the contestant exceeds the free call quota, the contestant shall decide whether to purchase it; if the purchase is required, the contestant shall pay for it on the Tencent Cloud official website, and the relevant fees shall be listed on the Tencent Cloud official website.
In this 2021 Tencent light. Public Welfare Innovation Challenge, the organizer has selected three application scenarios with the theme of "Changers" , and participants can choose one of them to participate in the challenge. The themes are mainly divided into three application scenarios: "Minors' Internet Protection, Literacy Education, and Biodiversity Protection" . The participating teams can choose any scenario for application development, but once selected, they are not allowed to change the application scenario.

2. Requirements for the work:

Work carrier : call Tencent Cloud AI technology capabilities (at least one), and run on Tencent Cloud Micro.
Brand-new code : For the sake of fairness, no one is allowed to code on the basis of the original project; it is also not allowed to use open source code directly; otherwise, the qualification will be directly disqualified once found.
Intellectual Property :
(1) Entries can only be used for public welfare and charitable purposes, and shall not be used for any commercial profit-making activities. Except for the final winning works (including public welfare innovation awards and winning awards), the intellectual property rights (including but not limited to software copyrights, trademark rights, etc.) of other entries (including but not limited to application codes, etc.) belong to the participating teams. Revocation agrees that the organizer has the right to use and display the work materials submitted by the participating teams.
(2) For the final winning works (including the Public Welfare Innovation Award and the winning award), all members of Party B agree that the participating teams and the organizer Tencent Technology (Shenzhen) Co., Ltd. jointly enjoy all intellectual property rights (including but not limited to software copyrights, trademark rights, etc. ), and it is recommended to display the words of the winning works of "Tencent light. Public Welfare Innovation Challenge" in the winning works, and encourage the code to be open sourced to the public. If the participating team intends to use the entry for purposes other than this competition, or use, operate, or iterate in any way other than that agreed upon by both parties, it should obtain the written consent of the organizer in advance.
Submission of works : Participants need to package their works and send them to the official email address of the competition, light@sifou.com . For multiple submissions, the last submission record before the deadline for submission of works shall prevail.
Product display : Each group of entries must provide pictures, codes, text descriptions, PPT, and videos for display.
Compliance Requirements :
(1) You should ensure that the work you submit is independently produced, and that the content of the work is legal and compliant, and does not infringe the legitimate rights and interests of any third party (such rights include but are not limited to copyright, trademark rights, publicity rights and reputation rights and other rights and interests). ). If the content of the work exists or causes any legal disputes, it will automatically be disqualified from the competition. The organizer has the right to require you to provide proof of rights related to the content of the work at any time, including but not limited to power of attorney, copyright registration certificate and trademark registration certificate.
(2) You should ensure that the work does not contain: a) Violating national laws and regulations, endangering national security and unity, undermining social stability, violating public order and good customs, and insulting, defaming, obscene or containing any sexual or sexually suggestive, violent content; b) Contents that infringe on other's legal rights such as reputation rights, portrait rights, intellectual property rights, trade secrets, etc.; c) Content involving other people's privacy, personal information or materials; d) Harassment, advertising information and spam; e) Malicious fabrication of facts and concealment of the truth Content that misleads or deceives others; f) backdoors, viruses, program bombs, etc. that may endanger the security of information systems; g) other information that violates laws, regulations, policies, public order and good morals, social ethics, or violates the legitimate rights and interests of other users or third parties .
(3) Once the above-mentioned content is found in the work, the organizer has the right to delete and offline the above-mentioned content at any time without notice, and directly cancel your qualification. If the content of the work violates the relevant requirements of the rules of this event, causing relevant state agencies or institutions to file lawsuits, fines or take other administrative sanctions, or cause damage to any third party, you shall be fully responsible; the organizer or third party suffers losses as a result Yes, you should also compensate.
Requirements for use : Participants guarantee that they have the corresponding legal rights to the submitted works and have the right to participate in this event, and agree to authorize the organizer to use the works and related content of the participants according to the needs of the event. 3. Evaluation Rules

(1) Evaluation criteria of professional judges

a) Subjective evaluation

Creativity: Propose creative designs for the competition questions, with clear audience and user positioning, and novel themes;

Technical: Use the latest technology, concise code, and reasonable architecture design; and use the advantages of Tencent Cloud Weida and Tencent Cloud AI technology to create application services;

Practicality: Solve hot issues in the field of public welfare, with certain social and economic benefits;

Friendliness: The operation method conforms to the common habits of users, easy to operate and understand; it has the ability to defend against user errors.

b) Objective evaluation

Functionality: The functional business logic is complete and the functional level is clear;

Performance efficiency: The core functions respond quickly, the performance meets the actual needs, and it can provide convincing test data;

Reliability: Fully consider various boundary conditions, with good reliability;

Information security: There is no high-risk security risk at the code level, and there is no risk of leaking user information.

(2) On-site popularity voting criteria

The participating teams at the roadshow site will send a representative to vote, each representative can cast 3 votes, and each entry is limited to 1 vote.

(3) Competition schedule

Initial evaluation stage

After the deadline for submission of works, according to the works and related materials submitted by the participants in the preliminary competition, the organizer will select 21 teams to enter the finals with reference to the evaluation criteria of professional judges.

final stage

The finals of the competition will be conducted through live roadshows. Teams shortlisted for the finals must prepare their own presentation PPT in advance and participate in the on-site roadshow on time, otherwise they will be deemed to have automatically given up their qualification for the semi-finals. The roadshow description is as follows:

Each participating team will be given 10 minutes of speech and 5 minutes of question and answer time for the defense, a total of no more than 15 minutes, and the overtime part will not be counted for judging.
During the defense, each team will send 1 member to give a 10-minute speech, and all members can participate in a 5-minute Q&A;
Scoring rules : The total score of the defense is 100 points. The professional judges will conduct a comprehensive review of the entries based on the materials submitted by the contestants and the performance of the road show . The average score of all professional judges will be taken, and this part will account for 70% of the total score of the competition ; The participating teams at the roadshow site will send a representative to vote, and the popularity score will be taken. This part accounts for 30% of the total score of the competition , that is: total score = average score of all professional judges 70% + site popularity score (number of votes won by the team / total on-site score) 100% of the votes )*30%.

In the end, the organizer will calculate the final score according to the scoring rules, get the winning team from the highest to the lowest and the shortlisted team, and issue certificates and trophies on the spot.

Selection Rules for the Public Welfare Innovation Award

The Public Welfare Innovation Award is an optional award. When the final entry meets the evaluation criteria of professional judges and all professional judges unanimously believe that the entry can solve the pain points of the track in the field of practical application and can be implemented, all professional judges will finally select one to one. Two winning teams won the Public Welfare Innovation Award. If the entries of the participating teams fail to meet the above-mentioned evaluation requirements, the award will be lost.

4. Prize setting and distribution rules

The prizes and bonuses of the Public Welfare Innovation Award are only used for the implementation of the award-winning works, including but not limited to the improvement, promotion, popularization, and cooperation of the works.

(2) Bonuses and prize distribution:

After the list of winners and finalists is announced, the organizer will separately sign a distribution agreement with the winners to agree on the specific issues of award distribution (excluding cloud resource packages);

The prize money is all tax-inclusive. For those who participate and win in their own name, the organizer will perform the Chinese tax withholding obligation or the Chinese tax collection obligation under the permission of the competent tax bureau in accordance with the current effective regulations. The actual bonus received by an individual is the remaining amount after deducting the tax-included bonus after withholding or levying Chinese taxes. If Party B is required to make a comprehensive declaration of personal income tax at the end of the year, Party B shall perform the declaration obligation by itself, and shall be responsible for any refund or supplement of the tax, adjustment of Party B's tax or payment of other relevant taxes (if any) with Party A. Participants should use the rewards in strict accordance with the corresponding rules and deadlines. If required by the organizer or the reward provider, the participants should sign the corresponding agreement. Contestants shall not use the awards for purposes that violate laws and regulations or violate the legitimate rights and interests of third parties, or facilitate such behaviors, otherwise the contestants shall bear full responsibility and compensate the organizer and award providers for all losses suffered as a result.
If the winning team cannot actually enjoy the bonus or prize according to the rules of the event due to the winning team's own reasons, it will be deemed that the winning team has voluntarily given up the award, and the organizer will not give any form of compensation to the winning team.
If the participant is a team composed of natural persons, all team members confirm and agree that all bonuses and prizes will be uniformly paid to the team captain [captain name, ID number], and the team captain will arrange the distribution of bonuses and prizes within the team . Participants agree and confirm that the organizer will withhold and collect taxes in the name of the team leader. 5. The authenticity of the information provided

6. Cancellation of participation qualification and award qualification

If you have any of the following behaviors or circumstances, the organizer has the right to unilaterally cancel your participation qualifications, award qualifications, etc., and the organizers have the right to recover the bonuses and prizes that have been issued:

8. Other acts in violation of relevant laws and regulations.

7. Disclaimer

You know that there are many uncertainties in the Internet, so you understand and agree that, such as force majeure, network, communication line failure, large-scale computer paralysis and large-scale cheating in the event, the event has abnormal conditions or difficulties If the event continues, the organizer has the right to take measures including but not limited to eliminating abnormal situations or adjusting, suspending, and canceling the event through various means. Therefore, the organizer will not be responsible for any loss caused to you.

8. Jurisdiction

In case of disputes arising from the interpretation of the rules related to this event, the development of the event, etc., you agree to resolve it through friendly negotiation with the organizer. If the negotiation fails, both you and the organizer agree to submit the dispute to Nanshan District, Shenzhen (i.e. the signing of these rules).
