Layotto v0.4.0-rc released

The v0.4.0-rc release includes the following enhancements and bug fixes:

1. The file capability has increased the implementation of Qiniu cloud oss, hdfs, and Tencent cloud oss; at the same time, the implementation of the Java SDK has been added

2. Support API plug-ins and custom component capabilities

3. Support skywalking

4. Support memory-based and mongo distributed locks

5. Support memory-based and mongo distributed auto-increment ID

6. Support secret interface

7. Improve scalability, users can extend through import layotto
