Figure 1 is the default Light style of Chrome Developer Tools.
In the setting options, select Dark to load the style as shown in the figure below:
You can also install this Material DevTools Theme Collection:
In the Experiments option of Chrome Developer Tools, check "Allow extensions to load custom stylesheets":
Then Theme selects System preference:
Then you can use the Material Design Theme as shown in the figure below:
