iOS App内部不能使用第三方支付购买 App 内使用的内容；不能通过IAP 购买在 App 外使用的内容；IAP购买的虚拟货币只能在 App 内使用。

如果内购的服务是用来解锁 App 自身内部的功能，则不行。如果是像支付宝那样，App只是一个管理平台，交易是为了 App 以外的服务，那么原则上是可以的，虽然审批要看苹果的心情。不过注意沟通的话应该问题不大。
