HLSL Tools is a Visual Studio extension - for VS2013 and VS2015,
Community Edition upwards - that provides enhanced support for editing
High Level Shading Language (HLSL) files.

You can install HLSL Tools from within Visual Studio (Tools > Extensions and Updates, search for “HLSL Tools”)
or download it from the Visual Studio Gallery
