为什么HttpServlet的getLastModified返回的是-1？

Question

HttpServlet默认的service提供了缓存机制，如果客户端持有的ifModifiedSince参数小于服务器持有的lastModified参数，就会重新发起GET请求。否则认为浏览器持有最新版本，直接返回304，浏览器直接加载本地缓存。

但为什么HttpServlet的getLastModified返回的是-1？
这样不是每次都调用doGet()方法么，返回应该都是200，但经过试验，只有第一次请求是200，之后都是304。并且改变html文件后，lastModified的确会改变。
