怀疑你的
phpize的路径有问题 -- 比如说，你的这个机子上是不是有多个PHP环境，然后编译使用的头文件不是PHP7的，而是PHP5的头文件。------ 原答案 -----------
咋不把你的完整代码贴上来？ 目测是没有包含头文件导致的。
