No matching distribution found for numpy==1.9.3

Question

Ubuntu16.04LTS系统python3.5.2下使用pip3安装arch与ffn两个python包时，总是提示：
Could not find a version that satisfies the requirement numpy==1.9.3
No matching distribution found for numpy==1.9.3
不管系统内已经安装上numpy==1.14.3，还是安装numpy==1.9.3都是报这个错误。安装过程与错误信息如下图：

开始我以为是ubuntu的软件源里找不到1.9.3版本的numpy，但我手动使用pip3 install numpy==1.9.3命令又可以安装成功，而且我更换软件源之后也还是无法解决这个问题
