项目发布后, index.html被缓存

项目发布后, index.html被缓存，需要用户手动刷新浏览器才能正常运行；
服务端使用的Tomcat部署的，前端加上了 <meta http-equiv="Cache-Control" content="no-cache" />也没有效果
