对我来说，手动创建文件 _/var/log/phperror.log 解决了这个问题：

1. 在文件 php.ini 中，配置日志到文件

   log_errors = On
   error_log = /var/log/php_error.log

1. 重启阿帕奇

   sudo systemctl restart apache2

1. 创建日志文件，例如：

    sudo touch /var/log/php_error.log

1. 赋予正确的权利（所有者必须是 Apache）

    sudo chown www-data:root /var/log/php_error.log

（如果尚未设置）

    sudo chmod 0644 /var/log/php_error.log

1. 以这种方式进行测试，例如：

    sudo vim /var/www/.../index.php
